On March 13, the Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China (hereinafter referred to as the "15th Five-Year Plan") was officially released. Chapter 7, Section 2 of the Plan clearly proposes to "strengthen the construction of new energy infrastructure", deeply implement the new energy security strategy, and propose the implementation of the "10-year doubling action of non-fossil energy" for the first time. This grand blueprint marks that China's energy transformation has officially entered the period of "stock substitution", and also points out a new direction for the high-quality development of the energy industry.
1. Anchor the goal of "ten years of doubling" and reshape the green growth engine
It is necessary to deeply implement the new energy security strategy, accelerate the construction of a clean, low-carbon, safe and efficient new energy system, and build an energy power. Promote the safe, reliable and orderly replacement of fossil energy with non-fossil energy, adhere to the simultaneous development of wind, solar, water and nuclear energy, and implement the ten-year doubling of non-fossil energy.
2. Optimize the spatial layout and create four clean energy highlands
Coordinate local consumption and delivery, build clean energy bases such as "three norths" wind power photovoltaic, southwest water, wind and solar integration, coastal nuclear power, and offshore wind power, strengthen the development and utilization of distributed energy nearby, lay out and develop green hydrogen and ammonia alcohol, and actively promote the utilization of solar thermal power generation and geothermal energy.
3. Seize the commanding heights of technology and cultivate new quality productivity of "green hydrogen + energy storage"
Strengthen the clean and efficient use of fossil energy, and promote the transformation and upgrading of coal power and the replacement of loose coal. Efforts should be made to build a new power system, comprehensively improve the level of complementarity and safety resilience of the power system, optimize the national power flow and cross-regional channel layout, accelerate the construction of smart grids, improve urban and rural distribution networks, scientifically deploy pumped storage, and vigorously develop new energy storage. Improve the level of electrification of terminal energy consumption and promote green and low-carbon energy consumption.
Fourth, deepen the reform of systems and mechanisms, and build a smart and resilient power system
A unified national electricity market system has been basically established, and the operation and scheduling mechanism of "one national network" for oil and gas has been improved.
